Greetings/Osiyo/Shiyo/Hello!: THIS IS A CALL TO ACTION!! I am writing to you on behalf myself, Michelle Rosenthal, LMSW social worker and on behalf of the Principal Chief UKU of the Woodland Band of Cherokee Indians Mark Nightwolf Brown. We are seeking to reduce the incidents of Native American children being placed in foster care homes outside of their culture and tribal community. We are reaching out to kind-hearted Native Americans capable of providing excellent care to a child or children in need. We invite them to apply to become licensed foster parents to accept Native American foster children into their homes. We contacted the McNabb Center, a multiservice agency providing foster care and adoption services in Eastern Tennessee. Their staff arranged two specially scheduled virtual 2-hour informational meetings through Zoom to explain the process of how Native Americans and others interested may become licensed as foster parents in Tennessee. These information sessions will be held on 6/27/2022 from 1:00-3:00 pm EDT and on 6/28/22 from 6:00 pm to 8:00 pm EDT. Potential Native American foster parents are invited to attend either one of these sessions. The Helen Ross McNabb Center has been providing mental health care services to children, adults, and families in Knoxville and East Tennessee since 1948. Any interested person may call the McNabb Center and say they are responding to this outreach from the Woodland Band of Cherokee Indians to register. If neither of the two dates offered is convenient you may request the McNabb Center inform you of another regularly scheduled session that may become available at a different date and time. Adults of any race, religion, and nationality are invited to apply to become foster parents as there are many children of various backgrounds needing foster care placement. Efforts are made to place children in homes matching their religious, ethnic, and cultural identities whenever possible. Potential foster parents must take classes, pass a background check, and home study prior to becoming licensed as foster parents. The primary purpose of the home study is to ensure that each child is placed in a suitable home, that good matches are made between children and families, and that the prospective foster parent can meet the health, safety, and basic needs of the child/children that may be placed in their home. To become foster parents in Tennessee applicants may be single or married, with or without children of their own, are financially able to meet their own needs, in sufficient good health, 21 or over (kinship:18 or over), and a Tennessee resident. The state of Tennessee does provide payments for room, board, and expenses as well as medical insurance for each foster child placed in a licensed foster home. Details will be provided in the information sessions. You may review the attached file for an overview of the topics to be discussed at the information session. There are many Native American children in foster care that have already been placed in foster homes that are not with Native American families. There is a great need to license more and more Native American adults as foster parents in advance so they will be readily available to accept Native American children as soon as they may need foster care placement. We invite both Native American and Non-Native American families/individuals to take advantage of any needed services of the McNabb Center such as preventive services, mental health services, domestic violence centers, homeless services, and substance abuse services. Please advocate for more outreach and preventive services for Native American families to help strengthen their families to avert the need for a foster care placement. Please advocate for laws, policies and procedures to be followed nationally to identify and license capable native American Foster parents and adoptive parents to take in Native American Children in need. The National Congress of American Indians is a very effective organization. NCAI reports it was established in 1944 in response to the termination and assimilation policies the US government forced upon tribal governments in contradiction of their treaty rights and status as sovereign nations. To this day, protecting these inherent and legal rights remains the primary focus of NCAI. NCAI's Mission is to:

Protect and enhance treaty and sovereign rights.
Secure our traditional laws, cultures, and ways of life for our descendants.
Promote a common understanding of the rightful place of tribes in the family of American governments
Improve the quality of life for Native communities and peoples.

The annual fee to join the NCAI is $40 for recognized Indians and Non-Native associate members, $150 or more for recognized tribes, and $500 for Organization's annual membership. All annual memberships expire on September 30 of each year and a new membership year begins on October 1 of each year. NCAI's next Annual Convention will be in Sacramento, California from October 30, 2022 to November 04, 2022.
